UAA 2013 Campus Master Plan Updates

This column appeared Sept. 28, 2013.
To capture how the now-completed master plan evolved over the course of the year, UAA employee Kathleen McCoy sat down with Brian Meissner of EC/Hyer and UAA planner Lonnie Mansell, just about the time that the University of Alaska Board of Regents (BOR) was reviewing their final plan. The BOR approved it on Sept. 27, 2013 at a regularly scheduled regents' meeting in Juneau.

This column followed, explaining how the master plan update became a whole new master plan, based on new information and changing attitudes that surfaced in extensive interviews by the master planning team with staff, faculty and students on their use and perception of the campus. 

One element that Meissner commented on led to the column's headline, "Tree" campus or "parking lot" campus? The new plan calls for "densifying" the campus by moving parking to garages on the campus perimeter, filling in the campus's large internal lots with buildings, and creating bike and pedestrian pathways through and around campus, separated from perimeter roads and shuttles. Meissner said that despite the university's diligent care of its campus forests, which has earned it a national designation as a Tree Campus, historical aerials revealed how much of the campus was paved over with parking lots. He said planners will have a much easier time making the campus obviously a tree campus by bringing buildings closer and providing them with great landscaping.

Two fresh reports from the Master Plan Working Group

Interested in the latest from UAA's Master Plan Working Group?

Below you can find links to two PDF documents. The first is a presentation the group is taking out to neighboring interested community councils. The second is an early draft of the report this working group will present to the Board of Regents in June. Master Planner Lonnie Mansell characterizes it as 65 percent complete when viewed in a 35%/65%/95% design process. We will continue to add updated versions as they are completed.

Faculty and Staff Info Session on UAA 2013 Master Plan, April 9

As readers of this website know, UAA is in the process of revising the Campus Master Plan, which will help guide development of the physical campus in support of the strategic and academic vision and goals. Join the master planning team at a Faculty/Staff Information Session to learn more about the work underway. This includes collecting data, exploring concepts, analyzing alternatives, revising the plan and seeking approval. The master planning team will entertain questions, solicit comments and gather input from UAA faculty, staff and students:

Out of Phase I, into Phase II

The UAA Master Plan team offered UA Regents a status briefing at a Feb. 21-22 BOR meeting in Anchorage. The update received a favorable response to broad concepts such as:
  • envisioning the campus as a collection of activity zones (see image below)
  • taking a deeper look at traffic circulation and parking
  • consolidating student services and activities to be visible and convenient

Following the status report, the master plan team can now pursue Phase II of the project. Upcoming activities will include:

Community Open House

UAA will host an open house on the UAA campus in mid- to late April to present an overview of the new master plan to students, staff and faculty as well as neighboring community councils, U-Med partners and the general public. All are invited. The date will be announced here and through other UAA communication channels.

  • Airport Heights, Thursday, April 18
  • University Area, Wednesday, May 1
  • Tudor, Thursday, May 2
  • Rogers Park, Monday, May 6

Campus Kiosks

In advance of finals week, the master plan team will staff two informational kiosks on campus. Dates, locations and times will be announced here and through other UAA communication channels.

 

Ongoing work

In addition to data the team has already collected (historical, GIS, campus interviews, etc.) the team is seeking more information in two areas:
  • Comparing UAA space and use with six peer institutions, provided by an analysis by Ira Fink and Associates, Inc., a nationally recognized firm dedicated exclusively to consulting for college and university planning.
  • Completing a closer look at buildings and adjacent parking to determine if the number of persons served by a building equates to the parking available near that building. The goal is to achieve a 10-15 minute walk from parking to any building on campus. How this integrates with the goal of a loop road and Seawolf Shuttle routing will also be analyzed.

 The master plan team has also discussed the form that its final report will take. In contrast to the chronological report structure of past plans, this UAA Master Plan 2013 will include a 10-page Executive Summary up front, followed by two sections that discuss land use  and the actual plan specifically. Appendices with supporting data will fill out the report.
